Minutes of the Annual Parish Meeting held on Monday 25th May 2020

THE CHEDZOY ANNUAL PARISH MEETING WAS HELD ON MONDAY 25th MAY 2020 FOLLOWING THE ANNUAL MEETING OF THE PARISH COUNCIL.

The meeting commenced at 7.50 pm.

Present: - Cllrs Marion Dethier, Brian Gale, Nick Griffiths, Simon Howes (Chairman), Patricia Lennard, John Paige and Rodney Young.


In attendance:-The Clerk (Chris Fry).


1. Apologies: - None.

2. Minutes of the previous Annual Parish Meeting of 20th May 2019 were read, approved and signed.

3. Chairman’s annual report:- See report attached to these minutes and indexed appropriately.

4.  Financial matters.    

Balances after allowing for all outstanding items:-

Lloyds Bank current account £5966.32
Lloyds Bank deposit account £2.48
Cambridge Building Society Easy Access Account £12372.04

The first tranche of the 2020/2021 Precept (£4250.00) has been received.

Allotment water rates of £15.42 DD due 1st June 2020.

Two cheques to issue:

  • Accounting Statements 2019/2020 (page 5 of AGAR forms).

    The Clerk reminded the meeting that copies of the following documents had been supplied to all the councillors:-

    Parish council accounts for the year ended 31st March 2020 (adopted at the 11th May meeting).

    Internal Auditors report.

    Accounting Statements 2019/2020 (page 5 of the AGAR forms). The details on this form are extracted from the PC accounts.

He called for a resolution to accept the Accounting Statements, which was proposed by John Paige and seconded by Marion Dethier. All in favour.

The Public Right of Scrutiny can now be advertised, after which the external audit can take place.

5. Questions from the floor.

The Chairman checked individually if those present had any questions and there were none.

He wished to mention two points as follows:
  • Proposed Solar Park. Simon said proposals for two substantial solar park developments were in the early stages of planning. The proposed sites are in the Slapes Cross and Ruggs Drove areas, between the parishes of Bridgwater Without, Westonzoyland and Chedzoy. Three councillors had taken part in a zoom meeting recently. He thought it needed to be put on the agenda of the next meeting and he suggested all councillors acquaint themselves of the details from the SDC planning portal. He asked to Clerk to send paper copies of the proposal to Pat Lennard and Brian Gale.

  • Earmarked funds for eventual churchyard extension. Simon said he felt the need for this historic matter to be clarified and requested the Clerk prepare a report for the next meeting. Pat Lennard suggested the churchwardens should be invited to attend and take part.

  • Chedzoy Coronavirus voluntary self-help group. Simon expressed the gratitude of the whole parish council to John Paige and the team of volunteers providing support to those in need during the on-going pandemic emergency.
Date of next meeting Monday 15th June 2020.

There being no other business the meeting was declared closed at 8.34 pm
